Should the speaker's time allowance include questions?

Specify that explicitly. A twenty-minute slot can mean twenty minutes of speaking or a shorter talk plus discussion.

Why does the brief produce a session that is too advanced?

The audience description may list job titles without explaining prior knowledge. Add what attendees already understand and should learn.
