Use the verified activation event to exclude them where the campaign supports it. Otherwise the sequence can become irrelevant or confusing.
Why does the sequence assume behavior we cannot verify?
Replace the assumption with the audience evidence actually available. Do not write messages that imply unsupported knowledge of an individual's actions.
