Does adding a deadline make any goal SMART?
No. The scope, measure and feasibility also need definition. A dated aspiration can still be impossible to evaluate.
Why is a measurable goal driving the wrong behavior?
Check whether the measure represents the intended benefit. Pair a completion count with quality criteria when the outcome requires both.
